When I put the water pipes into the ground then I play the game some of the people says we are not getting water then I go under the ground I put more pipes underneath the ground. Then they say we need water and I put alot of pipes under there so what sould I do.

Check if your pipes are connected in one continous system.
Also check if you are pumping enough water to meet the demand.
I hope you have already figured this out but water wont flow if you dont have any pumping stations, Water towers, and/ or Desalinization plants.
Pumping stations need to be right next to a body of fresh water.
Water towers can be built anywhere.
Desal plants need to built next to a body of saltwater.
Make sure you locate these structures away from pollution because pollution will kill your water output by as much as 75%
Water structures also need power and connect the water sturctures to your pipesytem.

Your best bet it to put as many water pipes in as you can and then either use water towers, make a connection to your neighbor, or pumping stations. Keep in mind, for a large city you need a lot of everything.

Build the highway, make sure it is long. Then build a road over it. Just drag and the road will form. Now use the ramp and put it next to the road so that it is touching the road and the highway. It will go blue if in the right place. Four squares are needed to form the ramp. You don't really need highways because they are expensive, takes up lots of room and no one actuall uses them.
Lay a train track and then drag a road over it and then cars can cross the track. Train tracks won't go over rivers, the subway will go underneath. All you have to do is use the tool that connects train tracks and subways. Subway is better for people because they don't take up any room, put them beside important buildings and tourist places. Train tracks are good for trade. Both can go upto the border for trade and to get people to visit your city.
To build a bridge start a road about five squares from the water, drag it over the water and then another five squares on the other side. It will say do you want to build a bridge, say yes. If it says can't be built due to other buildings then demolish those buildings or make it somewhere else.

Make sure they have water and electricity by putting the question cursor over the building and clicking. Make sure the land value is not very low, although this doesn't really matter. Pollution, nearby jails, landfills etc lower land value. Check to see if that kind of building is needed.
To make money you can either use the cheat for deals by typing "let's make a deal", accept everything and store their rubbish and toxic waste, away from residents though, you make lots of money. Also build huge amounts of comercial, residents and industry before police stations etc. They take up all your money. Also raise taxes to 8.

For some unknown reason, I am unable to bring up the cheat box.
I had no problems with this the last time I had SC3000 installed.
Now all of a sudden Cntrl, Alt, Sft, & C doesn't do anything.

Sometime in the game, someone from a neighboring city will ask you to place the casino in your city. However, you must accept the request in time, or it will be offered to someone else. You must check in with your advisors from time to time, so that you will catch the offer. Also, if you will pay attention to the strip at the bottom of your screen, it will mention something about it. If you accept the casino, it will show up in your rewards and opportunites.

Try Going to your budget and raising the taxes and if that does not work than take out a loan. Goes as high as you can and except the loan. Than spend all your money on residential and commercial and industrial zones and than go back to budget and look near the bottom and the third line before the bottom it says how much money you lose or gain a year.

HELP IF YOU CAN!
Everytime I make city, have no problems, city's fine, I save the city, go to bed.
Next morning I wake up and my city file's there, I click on it, it loads, then all I see is water, everywhre on the map!
I don't save, I reload it, water again! I make a new city several times and still WAAAAAATERR! If you know what's causing the prob then please answer.
